Kyrgyzstan: Senior Monitoring, Evaluation and Learning Advisor

Improve early grade learning outcomes in the Kyrgyz Republic for 300,000 students in grades one through four. The three performance objectives include, 1) Improved instructional quality in reading and math, 2) Improved formal and non-formal learning environments, and 3) a strengthened education system. Reading will continue at scale, a math program will be piloted, and there will be a strong focus on improving teacher professional development. There will be special consideration for subgroups including rural populations, second language learners (ethnic minorities), students with disabilities, as well as crosscutting themes of countering violent extremism and gender equity.

Position Description

The Senior MEL Advisor has overall responsibility for developing and using appropriate monitoring and evaluation tools to monitor and evaluate project performance, including fidelity of implementation. He/she is responsible for ensuring that MEL data is used to inform revisions to curriculum, professional development, and overall project implementation on an ongoing basis. The Senior MEL Advisor will work closely with the Ministry of Education, local partners, and other key stakeholders to conduct all MEL work.

Job Summary/Responsibilities

• Develop and oversee the collection of data and reporting for the Activity Monitoring and Evaluation Plan (AMEP) which will include output and outcome indicators; collect and report indicator data on an ongoing basis as required by the USAID contract.
• Design and implement a comprehensive monitoring and evaluation system for the project including baseline, midline and endline studies and a high-quality data management system.
• Develop tools and approaches to test the theory of change, monitor fidelity of implementation, and generate learning through implementation. The learning agenda will test models, assess impact and identify variation in performance among countries, districts and schools. Data will be used to inform implementation and identify key areas of learning.
• Work with curriculum experts from the Ministry of Education, academia, nonprofit, and other key stakeholders to develop, pilot and adapt MEL tools and procedures.
• Work with program staff to implement adaptive management strategies, including customizing appropriate tools and provide information for program managers that will enable them to be flexible and adapt to changing conditions.
• Collaborate with and build the capacity of local partners and government stakeholders to conduct MEL activities.
• Adapt monitoring tools for formative and summative evaluation use and ensure that tools are built into government systems as much as possible.
• Collaborate with the technical team to analyze assessment results and other project data and make recommendations to inform improvements to materials and/or project implementation.
• Train staff on basic monitoring and evaluation principles and data collection.

Qualifications

• Minimum of Master’s degree (or foreign equivalent) required in education, public policy, economics, statistics, or related field that includes research or evaluation methodology and statistics training
• Must have a demonstrated track record of successfully monitoring program results for education or related programs in low-resource contexts.
• Must have eight years of experience designing, monitoring and evaluating international development programs, of which at least four years must be of education related activities.
• Must have knowledge of USAID reporting and data quality requirements.
• Technical familiarity with relevant monitoring and evaluations methodologies.
• Excellent oral and written communication skills in English and Russian are required. Kyrgyz preferred.
• Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft) as well as other database and statistical applications (SPSS, SAS or STATA).
