Under the overall supervision of the Head of Office in Skopje and the direct supervision of the Project Manager, the successful candidate will provide support for the implementation of the activities within the project “Special Measure on supporting the former Yugoslav Republic of Macedonia to improve its border and migration management capabilities” funded by the European Union and achievement of IOM objectives.

Core Functions / Responsibilities:

Duties and Responsibilities:

  1. Provide strategic and operational advisory support to the Department for Border Affairs and Migration (DBAM) of the Ministry of Interior (MoI) with respect to the ongoing joint border operations, inter alia:

• liaising with the EU Delegation, advising on liaising with Member States and other contributing countries on the deployment of border officers;

•advising on the relevant EU standards, as well as on the relevant equipment in capacity planning for setting up and managing the joint border operations;

• assessing the border equipment needs for border management operations;

• elaboration of the weekly report in coordination of DBAM and submission to the EU Delegation

• assisting with the organization of deployment briefings;

• contribution to the monthly project progress report;

  1. Ensure the liaison with the European Border and Coast Guard (EBCG) Agency in coordination with MoI and IOM Skopje.

  2. Ensure gender, fundamental rights and protection mainstreaming within all project activities.

  3. Perform such other duties as may be assigned.

Tangible and measurable outputs of the work assignment:

• Weekly reports on migration and joint border operations to be elaborated in coordination of

DBAM and shared with the EU Delegation in Skopje;

• Contribution to the monthly project progress report;

• Participation and active contribution to weekly coordination meetings;

• Advisory support on strategic and operational aspects of ongoing joint border operations in line with EU standards to be provided to DBAM;

• Advise on border equipment needs in line with EU standards to be provided to DBAM;

• Assistance to be provided to DBAM in the organization of deployment briefings.

• Liaise ensured with EBCG Agency ensured in coordination with MoI and IOM Skopje.

Realistic Delivery Dates and Details as to how the work must be delivered:

• Elaboration of the reports on migration and joint border operations and its submission to the

EU Delegation in Skopje - every week;

• Contribution to the project progress report – every month;

• Participation and active contribution to coordination meetings – every week;

• Provide strategic and operational advisory support to DBAM with respect to the ongoing joint border operations – on a continuous basis;

• Assist DBAM in the organization of deployment briefings provided, when required.

• Ensure the liaison with EBCG Agency in coordination with MoI and IOM Skopje, when required.

Performance indicators for evaluation of results:

• The consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and the quality of products delivered.

• Satisfactory completion of tasks indicated in this ToR;

• Quality of the weekly report, monthly project updates, and other project narrative reports;

• Quality of advisory support and assistance provided to the DBAM.

Required Qualifications and Experience:

Education

• Master’s degree in law, law enforcement or any related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above-mentioned area or any related field from an accredited academic institution with four years of relevant professional experience.

Experience

• Relevant experience in law enforcement; experience specifically in border management, including joint border operations, is an advantage;

• Relevant experience in providing advice to the senior government officials in the area of border management;

• Delivers on set objectives in hardship situations;

• Effectively coordinates actions and works effectively with project stakeholders;

• Strong knowledge of national and international standards in the border management;

knowledge of the Western Balkan region, its migration situation and dynamics is an advantage.

• Strong analytical skills, including in relation to data analysis;

• Strong reporting skills;

• Strong liaison and relationship-building skills;

• High level of professionalism and ability to work under pressure and adhere to strict deadlines;

• Demonstrated IT proficiency with Microsoft Office applications, including Word, Excel, and

PowerPoint;

Languages

Fluency in English is required.

The appointment is subject to funding confirmation.
