The OSCE Mission to Skopje is seeking an Adviser on Anti-Corruption (SKP000058), a senior professional with a degree in relevant fields, 6+ years of progressively responsible professional experience and 2+ with an international organization.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are: - Graduation from a recognized police training school;
- Negotiating and interpersonal skills;
- Regular, active police service experience;
- Very good oral and written English communication skills;
- Knowledge of International Police Standards and Human Rights;
- Ability to read and utilize maps;
- Ability to perform first aid.
Tasks and Responsibilities
Under the direct supervision of Senior Police Adviser, the incumbent is responsible for:
1. Providing recommendations to the relevant national agencies' and institutions' leadership on the analysis, development, implementation of legislation, strategy, policy and practice in the area of anti-corruption and the recovery of the proceeds of crime; 2. Assisting the national counterparts in identifying and analyzing capacity development requirements in the sphere of anticorruption and the recovery of the proceeds of crime, proposing appropriate initiatives, plans, projects, course of activities to address them;
3. Advising and assisting the national counterparts in improving anti-corruption strategies, policies, practices and the recovery of the proceeds of crime;
4. Organizing, facilitating or participating in various events, such as conferences, workshops, seminars, meetings, working groups, etc., aimed at improving police capacities to address anti-corruption and the recovery of the proceeds of crime related challenges;
5. Co-ordinating activities with concerned international partners to prevent duplication and overlapping; co-operate with colleagues from neighboring OSCE missions for the purpose of promoting the regional approach while providing assistance in the sphere of anti-corruption and the recovery of the proceeds of crime;
6. Participating in the delivery of training, coaching and mentoring to national trainers on anti-corruption and the recovery of the proceeds of crime related subjects; facilitating the organization of practical exercises in the sphere of anti-corruption and the recovery of the proceeds of crime for/with local partners;
7. Assisting in the implementation of other related projects and initiatives of the Unit if needed;
8. Co-ordinating any extra-budgetary project activities in the area of anti-corruption and the recovery of the proceeds of crime;
9. At the discretion of the Chief of Unit, performing other related work as assigned.
The position requires: experience working within or providing advisory services to anti-corruption bodies; investigating and or prosecuting corruption cases in an anti-corruption agency, law enforcement, prosecution service, or the judiciary; or working as technical adviser on anticorruption in international organizations or a non-governmental organization, is required; previous work experience in combating corruption including investigation of corrupt law enforcement personnel and/or political/functionary post holders; experience and understanding of the dynamics and challenges related to corruption within law enforcement organizations, as well as knowledge of effective strategies and best practices for combating corruption; previous work experience in financial investigations and assets recovery; experience in project management, including initiating, planning, formulating, managing implementing and evaluating relevant law enforcement; proven coaching, mentoring, facilitation and mediation skills; ability to work with people of different nationalities, religions or cultural backgrounds; demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities, including those related to vulnerable groups.
Desirable**:** previous working experience within an international organization and/or field mission, working on the reform of the police or other state instruments of security, particularly in the implementation and management of policing in the wider field of security programs with a focus on combatting corruption; knowledge of the local language or most common lingua franca spoken in the mission area.
